I painted over the wallpaper in my house. Given the age of the house (1895) and the number of layers, it is structural at this point.

I do have one area where I will have to strip it as some water damage has caused it to pull away. I can see 4 layers, and I haven’t even started peeling.

The people before me put wallpaper over textured paint. (1st house) The stuff from the 50's & early 60's that seems like sand mixed in and spread out.

When we bought our house last summer, there were several rooms with wall paper, including one where the paper was textured or something and literally rough to touch. You could shred a paper towel on it. Just bizarre. Anyways, it was bubbling at the seams and the prior owners simply painted over it because they were lazy shits. As a result, I spent countless nights peeling.

I did find that using a scorer to basically cut lines into it, then spraying it down with wall paper remover worked well. I tried a couple, but liked the Zinsser DIF gel the best. It smells like hell so get good ventilation, but it did the job.

The first room I scrapped everything down to the plaster, then skim coated that. For the second, I just got all the paper off and loose backing, then primed over that, and skimmed it. That was considerably easier. I did go through about 100 pounds of putty skimming the walls. It was my first time though, so I know I put way too much on, which then needed to be sanded off.
